Brazil suspends Discord video and screen sharing: Can a VPN help while the dispute is resolved?

Brazil has not banned Discord outright. Starting August 17, Discord disabled video calls, Go Live and screen sharing for users in Brazil to comply with a preventive order from the National Data Protection Authority, the ANPD. Text chat, servers, voice channels and audio-only calls remain available.

Why did Brazil intervene?

The immediate context is a severe child-safety case involving a teenage girl and a coordinated online group. The ANPD says its investigation identified an exceptionally high risk of serious harm to children and teenagers in live-video environments and insufficient preventive controls. Discord says the abusive conduct crossed multiple platforms and that it has cooperated with law enforcement.

The regulator is acting under Brazil's new ECA Digital, Law 15.211/2025, which took effect in March 2026 and imposes new duties on services likely to be used by minors. The law requires reasonable prevention and mitigation measures against violence, harassment, self-harm encouragement and other serious risks. It also requires proportionality and protection of fundamental rights.

This is not merely a dispute over content removal. The ANPD has said the investigation will also examine Discord's age-assurance, parental-supervision and reporting systems. Discord had already rolled out Brazil-specific age assurance in March 2026 to comply with the ECA Digital.

Encryption is part of the technical difficulty

Discord says audio and video communications use end-to-end encryption. That means the service cannot simply inspect every live call or stream on its servers in plaintext. From a privacy perspective, this is important: strong encryption protects ordinary users, journalists, families and vulnerable communities, not only bad actors.

Can a VPN bypass the Discord video restriction?

Is it legal to use a VPN with Discord in Brazil?

We found no general Brazilian prohibition on VPN use and no user-level VPN fine in the Discord preventive order. The current measure is directed at Discord and requires the company to suspend the affected features and implement controls against circumvention.

But Brazil's 2024 X shutdown shows why users should not assume every bypass is automatically permitted. Protecting children online is a legitimate and urgent public interest. Platforms should not be allowed to ignore foreseeable severe harms simply because moderation is difficult. But democratic internet governance also depends on necessity, proportionality, due process and narrow tailoring when authorities restrict communications systems.

The current measure is narrower than a platform shutdown because it targets a category of higher-risk real-time video functions while preserving text, communities and audio. It is still appropriate to debate whether the ANPD has the correct legal authority and whether the restriction is technically effective, but it is not the same thing as disconnecting Discord from the country.

A nationwide block of Discord as a whole would cross a much clearer internet-freedom line. It would prevent millions of lawful users from working, studying, gaming and maintaining communities because of alleged failures in particular safety systems. In DoVPN's view, that collective restriction is not compatible with an open internet unless authorities can demonstrate an exceptional, necessary and proportionate basis that cannot be addressed through less intrusive means.

Freedom House rated Brazil “Partly Free” at 65/100 in its 2025 Freedom on the Net report and specifically reduced the country's score after the 2024 X shutdown and the 2025 Rumble block. Human Rights Watch similarly argued that the X shutdown harmed expression and access to information while raising questions about whether less restrictive measures were available.

Brazil's larger internet-filtering record

Brazil does not operate one centralized national filtering architecture. Its major platform blocks have generally come through court or regulatory orders that telecom operators and ISPs must implement. That can create uneven enforcement: OONI measurements found the 2023 Telegram block was not implemented identically by every provider.

WhatsApp's encryption disputes, Telegram cooperation orders, X's legal-representative fight, Rumble's account-removal dispute and Discord's child-safety investigation have different facts and legal bases. Together, however, they show that nationwide service restriction has become an established Brazilian enforcement tool rather than a remote possibility.

Could Discord be fully blocked next?

There is no full Discord block in force as of August 17. However, a separate civil public action filed by Instituto Defesa Coletiva asks the judiciary to suspend Discord until specified safety measures are adopted, and some public figures have advocated a full ban. The ANPD has also stressed that its current action is not the end of the investigation.

That does not mean a total shutdown is imminent. The ongoing process could instead produce a compliance plan, additional product controls, age-assurance changes, fines or litigation. The strongest outcome would improve protection for minors without normalizing broad communications bans or weakening encryption.

What should Brazilian Discord users do now?

  1. Use the features that remain available. Text, servers and audio continue to work.
  2. Use another video service when reliability matters. That avoids depending on a workaround Discord may change.
  3. If you use a VPN, understand the limit. It changes your network location, not every account or device signal.
  4. Avoid unknown proxies and modified Discord clients. Regaining video is not worth exposing credentials or traffic.
  5. Follow primary-source updates. Discord and the ANPD can change the practical situation quickly.

Discord says it wants video and screen sharing restored as quickly as possible. The ANPD says reactivation requires evidence that safeguards are effective and its prior approval. The investigation continues into broader safety controls, including age assurance and parental supervision.

The key facts are simple but easy to distort: Discord is online, video is restricted, the dispute is unresolved, and a VPN may—but may not—change the regional restriction. The wider question is whether Brazil can protect children without adding another whole-platform shutdown to its growing history of internet blocks. On that point, the burden should remain on both platforms and authorities to choose targeted, rights-respecting solutions over blunt bans.
